I.      Mission statement

The contest is designed to enhance exchanges and communication among international teenagers, inspire their vigor in creativity and innovation, raise their awareness of copyright, promote copyright creation and application, and advance the development of animation industry.

III.            Timeline

1. April 29, 2016: Press conference to launch the contest; announcement of contest scheme, rules and regulations;

2. July 1, 2016-February 20, 2017: Accepting applications of entries from both home and abroad;

3. February 21-March 24, 2017: Preliminary selection of entries and preliminary assessment;

4. March 25 - April 14, 2017: Final assessment of entries; announcement of winners and award ceremony at the opening ceremony of “City Media Cup” International Youth Animation and Creativity Works Contest

IV.            Eligibility

Global teenagers aged from 12 to 35.

V.  Entries Classification

1. Short animation works: Works are widely collected from teenager animation amateurs aged from 12 to 35. The work must be a narrative animated film no shorter than 30 seconds and no longer than 60 minutes, including Internet animations.

2. Drama comics: Works are widely collected from teenager animation amateurs aged from 12 to 35. The work must be a narrative comic in any type of painting with reasonable structure and complete plot, at least a complete chapter selected from the whole story. The work can be in any form and any type.

3. Picture books or illustration works: Works are widely collected from teenager animation amateurs aged from 12 to 35. The work must be a pure picture book or a complete set of illustration works with reasonable structure, fresh theme and no less than 8 pictures. The work can be in any form and any type.

4. Capable instructors: During the contest, instructors who encourage and mobilize contributors, or guide more than five submitted entries for the contest, or, instructors whose guidance enables multiple entries to be chosen to the shortlist.

VI.            Awards

1. Animation award: The Best Short Animation, Promising Star Award;

2. Comic award: The Best Drama Comic Award, Award for the Best Picture Books or Illustrations;

3. Individual awards and the special awards recommended by organizing committees: The Best Creativity award, Best Visual and Sound Effect Award, The Most Potential Value in Copyright Award, ASIFA-China Special Recommendation Award, The Most Capable Instructor Award.

VII.        Award ceremony

The award ceremony will be held at the opening ceremony of the3rd “Qingdao · East Asia Copyright Creative Boutique Exhibition Fair” which will last from April 14 to 16, 2017 in Qingdao Huaxiu International Conference and Exhibition Center. All the awarded works will have a free copyright registration.


VIII.    Submission requirements

1. Any work that is made by stop motion or computer, and used for film, TV or internet broadcasting can register for the contest. Entries need to be completed after January 1, 2014.

2. Entries need to be submitted along with the following materials:

(1)        Application form: Please fill in the application form via the online application system in ASIFA–China’s official website (www.asifa.cn), submit online, then download and print the automatically generated application form to seal or sign.

(2)        Animation:Please convert your work into one of the formats: AVI, MPEG, WMV, AFS or MOV, record it on DVD (only one piece of work on each DVD) and label the name of the work on the DVD.

(3)        Comic: JPG format, 800 * 480 PX (300 PPI). Please record it on DVD (only one piece of work on each DVD). For multi-frame comics and comic strips, please mark the page numbers in sequence and label the name of the work on the DVD.

(4)        Please mail the DVDs of entries to the designated mailing address of the organizing committee of the 3rd Qingdao · East Asia Copyright Creative Boutique Exhibition Fair.

3. Language requirements: English or Chinese. If the original work is not in Chinese or English, please attach the translated version in Chinese or English.

4. Only the completed and signed (or sealed) application form is valid for registration. The application deadline is 23:59, February 20, 2017.

IX.            Transport and Insurance

Fees for transporting participating works should be paid off in advance. All disks of participating works to be mailed to the Organizing Committee shall be attached with the statement: “Works Enclosed has No Commercial Value, is Only for Cultural Purpose and Participation in the Contest!”

Videotapes and disks for the preliminary selection will not be returned, unless as otherwise specified and with mailing cost having been paid off in advance. The Organizing Committee will not assume any responsibility related to participating works’ loss during the mailing process.

 

X.  The Selection Committee

1. The Organizing Committee is responsible for designating members of the Selection Committee, and the Selection Committee is responsible for appraising the participating works and singling out eligible participating works.

2. No judge is allowed to partake in appraising any participating works that he or she has something to do with in whatever way.


3. The Selection Committee will appraise the works according to the works’ quality and worthiness for viewing, and it lays stress on the works’ innovation awareness.

4. Since there are quite a large number of participating works, further notice will not be made to participants of unlisted works.


XI.            The Judge Panel

1. The Judge Panel for the official contest shall consist of no less than 5 members.

2. No judge is allowed to partake in appraising any participating works that he or she has something to do with in whatever way.

3. The Judge Panel will be in charge of specifying the contest prize’s appraisal procedures and criteria.

4. The Judge Panel will be in charge of singling out the prize-winning works and determining the list of prize winners.


XII.        Copyright

1: All participants shall be the participating works’ authors or legal owners. In the event that the works is created by collective authors, the applying participant shall make sure that he or she has the legal ownership to the works. In the event that the applying participant cannot make promise in this regard, the works shall be deemed as having been submitted in the name of all of its authors.

2. All participants will be deemed as having agreed to authorize the right to display and promote (the entirety or part of) their works through various media or in public places for nonprofit purpose.

 

XIII.    Film Screening

1. The Organizing Committee will digitize and store all candidate works.

2. All candidate works that have entered the short list will be screened to the general public during the Festival.

3. The Organizing Committee will determine the screening sequence, category, and schedule of the films.

4. The Organizing Committee has the right to screen prize-winning works for nonprofit purpose or special purpose.

XIV.    Awarding Ceremony

1.The Awarding Ceremony and the Press Conference will be coordinated and held by the Organizing Committee.

2.Awarding Ceremony is scheduled to take place in April 2017.

3. In the event that domestic or overseas prize winners are unable to receive the prize on site, they can authorize others to receive the prize on their behalf, provided that an original copy of the Letter of Attorney shall be submitted to the Organizing Committee.

4.Prize-winning works will be displayed and screened during the awarding process.

5.Prize winners will be conferred upon bonus and trophies by the Organizing Committee.

6.With approval of the prize winners, the Organizing Committee will arrange for opportunity of special interview.

 

XV.        Legal Matters

1: All participants shall be the participating works’ legal owners, and they shall possess the copyright and shoulder corresponding legal responsibilities. In the event that others claim rights for the participating works, the participant shall bear all losses incurred. In the event that the Organizing Committee or this contest incurs serious influence or loss in relation thereto, the participant shall assume the compensation liability.

2. All copyrights are reserved by the authors. During the contest, the Organizing Committee is entitled to display and screen participating works on the media, as well as has the right to collect excellent works for publication and distribution.

3. Except as expressly stated as otherwise by the author on the registration form, the Organizing Committee shall have the right to take his/her works or partial works as this contest’s promotion and publication material.

4. The Organizing Committee will not restrain participants from using the same works to partake in any other similar contest or relevant commercial activities beyond the period of this contest, however, any and all aftermaths resulting from conflicts with other contest organizers or relevant organs’ provisions shall be borne solely by the participants themselves.

5. Participants who have submitted the registration form will be deemed as having unconditionally agreed to the Organizing Committee’s regulations and rules. Any dispute in relation thereto will be submitted to local Arbitration Commission for arbitration. Only the Chinese version of these Regulations has legal effect.

Organizing Committee reserves the right of final interpretation for the Detailed Rules for Participation.
